HORIZON EXTENDS CAPABILITIES OUTSIDE OF ENOC COMPANIES ON PETROLEUM TERMINAL IN MOZAMBIQUE
Horizon Terminals Limited (HTL) is currently overseeing the construction of the Independent Petroleum Terminal at Beira, Mozambique. This is the first time that HTL has extended its Design and Project Management capabilities to a Company outside of ENOC’s Group of Companies. Independent Petroleum Terminal SARL, also known as INPETRO, is a joint venture between Petromoc, the National Oil Company of Mozambique, Independent Petroleum Group (IPG), a private sector Kuwaiti petroleum company, and NOCZIM, the National Oil Company of Zimbabwe. Yusr Sultan, Chief Executive Officer, said: “This project represents a momentous step for HTL as it is the first time we have extended our capabilities outside of ENOC and its subsidiaries, and it paves the way for our future growth.” As per the agreement between ENOC and INPETRO, HTL has so far carried out pre tender activities which included the preparation of the Preliminary Project Concept, the Design Basis, the FEED Documents, and the Tender Documents. E&C invited offers from short-listed contractors for an EPC contract, and provided technical clarifications and a final contractor recommendation to the client. The project is now in its execution phase. The newly built terminal will consist of nine storage tanks, providing a total of 95,000 Cubic metre storage capacity for liquid petroleum products. The facility will avail of connections for the receipt and export of product to and from the existing oil tanker berth, connections for the transfer of product to Zimbabwe through the existing 500km long cross country pipeline, as well as a connection to existing truck and rail loading facilities among others. The facility will also boast dedicated Fire Water tanks with a fire fighting network including Foam Injection and automatic sprinkler system, designed as per South African National Standard (SANS) codes. The EPC Contract was awarded to China Petroleum Pipeline Engineering Corporation (CPPE), a Chinese state owned construction company. The current progress of project stands at around 86%, with the slight delay attributed to remoteness of the location which makes it difficult to secure quality materials and construction equipments in the local market as well as qualified local contractors. The adverse weather conditions with its prolonged monsoon period and frequent rains are also affecting the work progress. “Braving the above weaknesses, the HTL team of experts stationed on site and the Dubai Team are extending commendable efforts to complete the facilities matching all quality requirements. The facility is due for completion by the end of September 2006, and as of the end of April 2006, 655,434 man hours have been completed without any lost time accident – a significant achievement in these conditions,” explained Sultan.
